Can other users upload to my account playlist via youtube api? -

i've found 1 thread relating , majority of comments saying doesn't work, this 2 years ago.

i want have simple form user pick file computer/phone, , upload designated youtube playlist (not own).

i guess i'm looking see if possible before promise client anything.

i've found simple upload demos, upload user uploading it, not public designated playlist.
