asp.net - ODP.NET driver does not show up in Data Source dialog (no Client) -

i installed oracle data provider .net via nuget explained in tutorial. now, tutorial expressly states @ stage 8 that:

note: see odp.net , entity framework configuration information has been added project. managed odp.net not require oracle client installation.

indeed, did not install oracle client. however, when try use entity data model wizard in vs2013 or vs2015 managed driver not show - see vs screenshot.

1. how wizard show managed driver? must install odtwithodac or there way avoid it?
2. is possible use entity framework ("ef designer database") without using wizard?
