How to clone an iOS device (iPad), including app data container? -

i have ios app on app store.

this app can download additional content free. content stored in user "application support" directory (as described here). once downloaded app provides more content, kindle after downloading few free e-books.

now, how can clone ipad, including its"updated" app, on 60 others ? apple configurator not seem able clone application , support directory. missing specific setting ?
